Description:

Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.

This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Face to Face Interviews: In the event an interview is requested, interviews may be in person, or scheduled via Microsoft Teams, at the discretion of the hiring manager.

Telecommuting: this position requires the selected candidate to work on-site for their first week. After the first week, this position is eligible to be 100% remote.

Scope of Services

Background: As a result of the Department’s efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida’s accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida’s accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.

The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:

  • Adoption of the Florida PALM Standardized Business Process Model
  • Transition to the Florida PALM Chart of Accounts values
  • Replacement of Central, Payroll and Departmental FLAIR functionality
  • Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
  • Implementation of Information Warehouse data to support agency specific reporting requirements.

The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.

To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable in Tibco Mainframe Focus/WebFocus to lead the effort of updating our numerous Focus assets.  Focus has been used copiously by the department to develop reports, interfaces, and applications for the past twenty years.  It is important we find a resource capable of analyzing these programs and documenting their specifications.  

Education

Bachelor’s Degree in a field of study related to technology or finance. Work experience can substitute on a year for year basis for the degree. 

Mandatory Experience

Candidate MUST have a minimum of 12-15 years of experience in multiple IT areas and 3+ years of relevant architecture experience.

Candidate must have advanced to expert level knowledge and understanding of architecture, applications systems design and integration, specifically Tibco Mainframe FOCUS and JCL, mainframe batch schedulers, chaining jobs between predecessors and dependents, and column delimited flat text file structures are required for this position.

Candidates with resumes reflecting experience with Cool GEN, COBOL, DB2 z/OS, and DB2 Database will be given preference.

Primary Job Duties/ Tasks

The submitted candidate must be able to perform the following duties and/or tasks.

Duties of the selected candidate will include, but not be limited to:

1. Analyze and document existing computing assets, including technical specifications and established business rules.

2. Assist with debugging and troubleshooting existing processes when needed.

a. Diagnose and resolve issues after performing root cause analysis.

3. Provide guidance and assist with remediating and upgrading legacy assets.

a. Coordinate with business analysts, other developers, and products owners to remediate to the new state-wide accounting system.

b. Coordinate with database administrators in analyzing and remediating existing data structures.

4. Participate in code and design reviews to ensure quality and performance.

5. Perform knowledge transfer with technical staff of the office of the Comptroller.

6. Read and document Mainframe FOCUS queries and convert them to T-SQL queries.

7. Convert Focus mainframe programs using mainframe flat files as a data source to use database tables instead.

JCL:

5. Reading, editing, and creating JCL jobs.

6. Experience with reading, creating, and editing flat files.

7. Experience with running multiple programs from single JCL jobs.

8. Experience with multiple RC Types

9. Experience with scheduling JCL jobs as well as reviewing executed jobs.

10. Experience with submitting ad-hoc jobs.

Applications Development KSAs:

11. Knowledge of the SCRUM Framework.

12. Knowledge of financial systems such as an ERP.

13. Experience with Entity Relationship Diagrams.

14. Experience with documenting and communicating technical requirements.

15. Experience in coordinating with Business Analysts to capture business requirements.

16. Ability to bridge the gap between technical and business language.
