Roles & Responsibilities

The Business Analyst will conduct requirements analysis of existing systems processes and elicit, analyze, and document requirements for the implementation of the Fair Hearings System, tasks including:

  • Identifying and documenting as-is and to-be IES system requirements and design using the IES prescribed business analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications and mockups
  • Conducting systems analysis and documentation on legacy mainframe systems
  • Meet with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit requirements
  • Produce work products that reflect and ensure system planning, design, and delivery are in line with business needs
  • Conduct work product peer reviews and assist in internal review process
  • Understand and adhere to project timelines and priorities

The awarded consultant are required to be onsite at their assigned work location at the frequency required by the Office of Information Technology Services (ITS).  This frequency is subject to change with advanced notice.  Consultants who are unwilling to be onsite for the required timeframe will have their task orders terminated

 

Mandatory Qualification
(PASS/FAIL)

  1. Level II- Between four (4) and seven (7) years of experience as a Business Analyst
  1. Between four (4) and seven (7) years of client focused requirements analysis experience in performing the duties of a business analyst, including but not limited to: conducting business and/or systems analysis, elicitation, validation of requirements, and producing requirements documentation
  1. Between four (4) and seven (7) years of experience working on enterprise level software development projects with an active role in working with a wide range of stakeholders, including but not limited to: Customers, Project managers, Technical team, and other Business Analysts

 

Additional Qualifications:

  1. Between four (4) and seven (7) years of experience performing analysis, documentation and validation of business requirements in a software development environment.
  1. Between four (4) and seven (7) years of creating requirements documentation, including but not limited to: User stories, Use cases, Screen prototypes, Specifications, and adhering to pre-established templates.
  1. Between four (4) and seven (7) years of experience of working independently in conducting the full analysis of a project.
  1. Between four (4) and seven (7) years of experience with business process reengineering and optimization, including analyzing and formulating To-Be processes and requirements.
  1. Between four (4) and seven (7) years of experience working in or with the subject matter of legal or adjudicative court hearings, fair Hearings, appeals or court procedure and processes.
  1. Between four (4) and seven (7) years of experience identifying, documenting and leveraging business requirements across multiple business and technical area stakeholders.
  1. Between four (4) and seven (7) years of experience utilizing requirements management tools similar to Blueprint Storyteller.
