Systems Analyst – 2
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
The Department of Information Resources (DIR) requires the services of (2) Systems Analyst II, hereafter referred to as Worker, who meets the general qualification of Systems Analyst and the specifications outlined in this document for Health and Human Services Commission (HHSC) Information Technology.
1. Support the migration efforts of the integrated resident information system, HHSC IRIS, which includes Cerner Millennium, Dentrix, CareTracker and RLDatix Risk Module to a new SaaS solution. This includes comprehensive planning, data assessment, cleansing, and mapping to ensure compatibility with the new system. The Systems Analyst II will be responsible for designing and implementing workflows that integrate with the existing system, ensuring a seamless transition and optimal functionality of the new system. The Worker will document all phases of the migration process, engage with clinical and IT stakeholders for requirements gathering, and ensure clear communication throughout the Software Development Life Cycle. (40%).
2. Ensures that design complies with HHSC standards. This task also involves setting up validation and auditing processes to maintain data integrity post-migration. (10%)
3. Perform necessary testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues. Utilize established software development and testing standards to ensure the reliability and functionality of the new SaaS solution. (25%)
4. Provide regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts. Use ticketing systems for information sharing and problem resolution. Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process, system functionality, and technical challenges (15%)
5. Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration. This includes training end-users, preparing comprehensive system documentation, and recommending strategies for optimizing system performance based on feedback and performance metrics. (10%)
